Local development is an effective and flexible work methodology that responds to the requirements of regions and sub-regions, based on the accumulated experience of the work of municipalities and regional economic development centers, which focuses on building the capabilities of local shareholders and partners, and enabling them to transfer their expertise and efforts and increase their participation to new local communities, by monitoring their diligent efforts and applications. The process is carried out by specialists within special working committees, which include representatives of educational institutions, civil society organizations, unions and the private sector, to form the nucleus of economic dialogue and partnerships between the public and private sectors. Local leaders work to provide strategic economic outcomes that open the way for opportunities that link projects with each other. They also work to clarify economic strategies and directions, prepared and proposed by all local levels.

  7. Preparing strategic, developmental and executive plans (action plans).
  8. Preparing a guide to the needs of the local community according to the local administration law.

  12. Communicating with the local community.

  • Planning and Development Department:

Strategic Planning  /  Local Development

The department’s tasks are as follows:

  • Search for investment opportunities within the borders The municipality.
  • Promoting viable investment opportunities for potential investors from the private sector and the joint sector.
  • Initiating consultation steps onInvestment projects with potential investors from the private sector and the joint sector.
  • Collecting data and information about the economic and social reality from the field (local community) and sharing it with those concerned, in cooperation with all concerned, including the Social Media Department and the Local Development Directorate in the governorate.
  • Preparing and managing an information base.
  • Analyzing data and information about the economic and social reality of local communities within the boundaries Municipality.
  • Preparing economic and social reality studies in cooperation with the Local Development Directorate in the governorate.
  • Determining the comparative and competitive advantage of the municipality area.
  • Cooperating with the Community Communication Department and with local councils in reviewing the development needs and priorities of the local councils.
  • Preparing a needs guide for the local community in a way that is ready to be submitted to the Executive Council through Local Development Directorate in the governorate.
  • Preparing the strategic plan and development plan for the municipality, based on the specific needs and priorities as stated by the local councils, so that they are ready, to be submitted to the Executive Council through the Local Development Directorate in the governorate.
  • Preparing the budget for development projects.

  • Project Follow-up Section:
  • Follow-up and monitor development projects.
  • Prepare periodic reports (annual or semi-annual) on the status of development projects, with a focus on their sustainability and presenting them to The local council.
  • Preparing reports on presenting the implementation of projects under implementation.
  • Coordinating with the technical directorates in the municipality to maintain the sustainability of development projects.
  • Coordinating the unit’s work with all concerned parties, including the Local Development Directorate in the governorate.
  • Following up on general sector activities from the municipal area (health, education, industry, and agriculture sectors).

 

 

  • Community Communication Department:

For the purposes of municipal development work, the components of society are considered as the following:

-Individuals (men, women, young men and women, children, the elderly, people with disabilities and special cases).

-Groups (associations). (Social and non-governmental organizations), professional sectors, private sector, clans, refugees, marginalized groups, service providers).

 

Department tasks:

  • Developing and implementing communication programs with the local community.
  • Following up and participating in public activities in local communities (national, sports, and cultural activities) through field visits to maintain continuous communication with local communities.
  • Preparing periodic reports on communication with local communities.
  • Cooperating with the Planning and Development Department in reviewing the development needs and priorities of local councils.
  • Contributing to the preparation of the municipality’s special needs guide with the Planning and Development Department.
  • Preparing questionnaires and data analysis models in surveys to determine the needs and priorities of local communities.
  • Coordinating the unit’s work with those concerned in all local communities, including the Local Development Directorate in Governorate.
  • Preparing plans and programs for the principles of equal opportunities for youth, women, gender, people with disabilities and youth initiatives.
  • Receiving complaints and suggestions.

 

 

  • Tourism Development Department:

 

  • Developing programs to introduce the identity of the ancient city. Tourism and mosaics in all required languages.
  • Qualifying employees in the English language.And French, Spanish and Italian in order to exercise the role of introducer to visitors to the municipality.
  • Promoting the city’s activities to the international and local community through available means.
  • Following up on infrastructure projects concerned with supporting tourist and archaeological sites and coordinating with the Madaba Tourism Directorate, the Madaba Antiquities Directorate, and the Madaba Institute for Mosaic Art and Restoration to support the infrastructure that Serving all locations.
  • Coordination with relevant authorities to encourage tourism and promote the tourism product.
  • Operating bazaars for handicrafts and traditional crafts of a popular and touristic nature known as the city’s identity.
  • Promoting tourism activities issued by relevant authorities to the local and international community in coordination with relevant authorities.
  • Issuing films, bulletins and news about the city’s most important tourist and archaeological features. And cultural.
  • Continuing the approach of “Madaba, Arab Tourism Capital 2022”.
  • Accompanying delegations and visitors, acting as a tour guide to the most important archaeological and tourist sites, and introducing them to the city’s identity.
  • Cooperating with the Geographic Information Systems Department (GIS) to issue maps of all tourist and archaeological sites, and downloading them on the global Google website. Activating the inferences and addressing system through the urban explorer, which can be linked to smart phones.
  • Working onTourist attraction in order to establish tourism investment projects that serve the local community.
  • Updating tourism data in coordination with relevant authorities and reflecting it on the Geographic Information System (GIS).
  • Following up with the Directorate of Health and Environment, the Directorate of Movement and Mechanics, and the Directorate of Agricultural Services, Parks and Gardens to continue public cleanliness, agriculture, irrigation and environmental preservation for all tourist and archaeological sites.
  • Providing the unit director with continuous reports on the department’s most important activities in order to include them in the periodic report submitted to the mayor.
