Public health and safety

The municipality undertakes all works related to organizing, repairing and beautifying its area and maintaining “public health, comfort and safety.” To this end, it may take the necessary measures, especially in the following areas:

 

  1. Organizing and coordinating the city according to an organizational plan duly certified by the competent authorities.
  2. Licensing the establishment of constructions, buildings and all public extensions. And private and monitor them.
  3. Maintaining the appearance and cleanliness of the city, creating gardens, squares, parks and public swimming areas, organizing and managing them directly or indirectly and monitoring them. 
  4. Protecting public health, filling ponds and swamps, averting the danger of floods, and creating fences of trees around the town to protect it from sand. 
  5. Monitoring food and consumer goods, supervising the supply of them to citizens, monitoring their prices and the prices of public services, monitoring weights, measures, and measures in cooperation with the competent authorities, and placing a mark (stamp) on them annually. 
  6. Establishing and organizing slaughterhouses. 
  7. Establishing markets and identifying sales centers.
  8. Licensing the practice of crafts and professions, opening public stores, and monitoring them healthily and technically.
  9. Maintaining safety and comfort, and in particular taking the necessary measures in cooperation with the relevant authorities to prevent and extinguish fires.Demolishing buildings that are likely to fall, or dilapidated parts of them, and establishing public shelters.
  10. Determining parking lots for street vendors, cars, and vehicles in agreement with the competent authorities.
  11. Organizing internal transportation and determining its fees in agreement with the competent authorities.
  12. Expropriating real estate for public benefit.
  13. Determining and collecting municipal fees, revenues, and fines. And the penalties imposed on violators of its regulations. 
  14. Supervising the elections and nomination of heads of crafts and professions, monitoring their work, and resolving disputes that arise between them.
  15. Protecting archaeological buildings in cooperation with the competent authorities.
  16. Encouraging cultural, sports, and social activity, and contributing to it in cooperation with the relevant authorities. 
  17. Cooperating with the competent authorities to prevent begging and homelessness, and to establish shelters for the elderly, orphans, and people with disabilities. 
  18. Establishing cemeteries and sinks, fencing them, cleaning them, and burying the dead.
  19. Avoiding harm from stray and predatory animals, and being kind to animals.
  20. Preventing and removing encroachment on private property and public property under its municipal authority.
